Creating A Catalog-Only Dumb Terminal

Warning: In order for certain changes to stick it is necessary to make these changes under the Administrator account (or whatever name you have given that account) and that your public profile be given admin level privileges. Combining security policies or security software with Deep Freeze or similar software makes this an acceptable risk.

1. The Rat File - rsaci.rat 

Locate in C:\WINNT\system32\. If you don't find it there go to Start - Search - Files and Folder and look for *.rat. 
I find it easier to search for 'the rat file' then to remember the actual name.

Copy the file and Paste in your C:\Program Files folder.

Rename the file you just pasted to 'filter' or something easy to remember. Right-Click on the file and select 'Open With' and open with Notepad.

You'll see a series of categories broken down into levels, all separated by set of (). The four categories are:

(transmit-as "v") 
(name "Violence") 

(transmit-as "s") 
(name "Sex") 

(transmit-as "n") 
(name "Nudity") 

(transmit-as "l") 
(name "Language")

In each case, change the transmit-as letters to "z". Close the document and when prompted to save changes say yes.

2.a. Swapping Files

Open Internet Explorer 
Click on Tools - Internet Options 
Select the tab 'Content'. 

Click on 'Enable'.

Select the tab 'General'. 


Click on 'Rating System'.
located at the very bottom of the window 


Click on the RSACi file and select 'Remove'. 
Click on 'Add'. 
Browse to the 'filter' file in your Programs folder and click Open. an RSACi file will show up again in the list of Rating Systems, that's the name of the system, not the file 
Click on 'OK'.

Note: On the General tab in the User Options section, it is important to leave these options unchecked. The first option combined with the newly edited ratings file is what prevents users from accessing any site at all. The second when check will tell patrons to ask the administrator for permission, unchecked it simply gives a message saying the site is not allowed.

2.b. Approved Sites

At this point no sites are accessible.
Click on the tab 'Approved Sites'.

Type in relevant websites and click on 'Always'.
Click 'OK'.
At this point if you have never turned on the Content Advisor you will be prompted to set a password. Once given the Content Advisor is now on.
